You may have a look in Fonts & System metrics, some of these could be located here if i'm right.

Vzdorjii is right: Fonts+SystemMetrics>Window Color: Color  and WindowText:Color. It will change colors everywhere else too Sad

Left Side background color is Explorer>ProperTree>2: Fillcolor

I already told you the answers.

Explorer & Shell > Explorer > Items View > ItemsView: Fillcolor has nothing to do with the Personalization window you have pictured. That is the background of the right side of your second picture. Is that what you mean?

for background colors is good, see the catch, for cons I can not change the font color, for example if I put the background black, the police and black too, and I do not want to spend by the main menu if I change all font colors

sorry for my English I do not master the language at all  Embarrassed

for the right window changes its color when you pass the mouse over the color and type of file, but the color is still black ..
see screenshot

You have the mouseover text colors right but:

LEFT SIDE regular text color is Fonts+SystemMetrics>Windowtext:Color

RIGHT SIDE regular text color for  Seven(C:) etc texts is also Fonts+SystemMetrics?WindowText:Color
regular text color for 53.9 go Libre and similar texts is  Explorer>ItemsView>ItemsView>Subheader>Normal

Just like I told you. Check it yourself and you will see

yes its ok but I want to tell her that I changed all the colors of all the windows of seven! and I do wish that these 2 windows, so its mean we can not set as for the other!?

I speak of color starting with nothing selected, so if I put a filcolor black, I can only change in Fonts + SystemMetrics> windowtext: Color

 Huh?
