I'm wondering if it is possible to modify the highlight effect on the taskbar items :



As you can see the highlight doesn't fit with my image. Can i move up this highlight effect ? 1px would be sufficient.

The highlight effect can't be changed.  It uses the default Aero images always.

I don't think it uses an image at all. I've never come across any image remotely like it.
