How do I keep the height of every caption bar the same?  My VS right now has a shorter caption bar for smaller sub-windows and I can't figure out how to keep them all the same size.  It always is about 5 pixels shorter than the normal caption bar height, I need them the same.

Here's a pic illustrating what I am talking about:

Is this on basic?  On my theme built from Aero I don't see any difference in height between the Control Preview and an explorer window.

However, I noticed clipping going on around all sides of my solid window while I was extracting a file out of WinRAR (you know, that little window that pops up in the center with the progress bars).
Don't know if this is exactly what you guys are experiencing, but I would love to see a fix myself.

I figured out how to do it! :D What you need to do is make the height of the CAPTION image the total height of the two preferred caption bar sizes, + 4 pixels (two empty rows of pixels on the top and two rows separating the two images).  Then you place the top and bottom sizing margins where the empty pixels are.

So say for example you wanted the caption bar to be 22 pixels high.  You would then make the CAPTION image 48 pixels high (22+22+4).  Proceed and make the sizing margins x, x, 0, 22 (the x's are whatever you want them to be).  The horizontal sizing margins should be in the empty space above the caption bar image.
