I mapped this out for myself, but maybe someone else will find it useful if you're like me and a bit slow at times  Tongue.
Sorry for the messy look.  I just threw this together quickly as I wasn't planning on sharing it originally.
Didn't go into the item details, but basically named the Start Menu panel/bases.

Question : How to change start menu panels width in 7? I change sizing margnis but dont see any changes.

You change the RECT property, but Win7 Style Builder has a bug that does not allow you to change it, unless:

1.  Open up another Vista Style Builder, open a Vista theme (don't import, just open a Vista theme).
2.  Make changes to the RECT property in Vista theme, and copy the property and Paste to your Windows 7 theme.  If you do that, it will register.

Sizing margins doesn't change width.  Play with the Rect property.  Read my instruction, because Win7 has a bug which can be fixed with Vista theme.

DANG I hate microsoft Huh? , Windows 7 = BIG BUG! Specially on UI side.

Sorry, I mean Win7 Style Builder has a bug.  We have to rely on Ave for a fix Smiley

to get it to do what I wanted with the startmenu I had to import elements from another vs that had the sizing I wanted and reskin all my elements for the startmenu again. A bit of a pain but at least it worked out in the end

Nice helper! Changed SearchView white background but it appears that it only uses a small portion of the pic you have outlined. Same goes for the NSCHost

Very Helpful, wish there was something like this for every setting in the whole thing..it's so hard to find stuff starting out..even then it gets confusing.
