Where would I find the font color (and make the text glow) for the "All programs" link in the start menu?

Go to Start->StartMenu->Panels->Aero->Top->MoreProgramsTab and add TextGlowSize:INT (5 to 10)   GlowIntensity:INT (300 or so)  GlowColor:COLOR (pick any color) TextColor:Color (pick any color)
