Is this Buttons, Boxes, & Controls > Buttons > Button > RadioButton? Hard to tell from your picture.

I guess it could be

Buttons, Boxes, & Controls > Buttons > Navigation > BackButton
Windows 10 Dark Mode > Buttons, Boxes, & Controls > Buttons > Navigation > BackButton

No idea why it's not changing for you
