Sub-Menus of Command Bar in Explorer

For sure not the most important thing, but why does the sub-menu of "
Include in library
" in the Command Bar appear 'flat', whereas the sub-menus of '
Organize
' and '
Share with
' have got a 3D-look?

Some parts have shadows applied by default and others don't. I don't know why.

You are right: The classic visual style supplied in Windows 7 already shows this strange behaviour. And even the sub-menu of "Include in library" in the original theme of Windows 10 still shows a different appearance compared to the other sub-menus.
