Windows 10 title bar

is there any way to make the title bar color dark (#000206) instead of that horrible white? and also change the text color to something brighter (#FFFFFF)?  like what parts do i need to edit i cant find em in the menus for some reason or i'm blind (if its even possible to modify windows 10 themes)

Color Fonts & System Metrics > CAPTIONTEXT and INACTIVECAPTIONTEXT white
