22px taskbar trouble

I'm having trouble getting my taskbar to be 22px high...  I've change HEIGHT:SIZE to 0, and my taskbar image is 22px high, but it still reverts to being 24px high.  Can anyone help me with this?

I had a simular problem and it had to do with the start button.  If you start button will not be totaly visable on the task bar, the task bar resizes to accomodate the button.  Try resizing the start button,  design a smaller one, or fine some small ones on deviant art, visual style section.  I hpe this helps

For some reason every start button I design is never placed in the right spot.  On the startbutton image I design the button to be in the middle of the taskbar, but for some reason it moves to the top.  So I move the image down but somehow it stays in the same place - back to the top of the taskbar.  No matter how I design it it stays in the same place.  What's wrong?
