Here's another option , made this  a while back by modding a .theme file.
Just open the Theme File in notepad and  edit it to your liking:
Rename 'test'  to your name (top of  the file where you normally name your theme)
Then scroll down to  [Control Panel\Colors],
edit the rgb's to the colors you want to use .
Save it ,then drop the Theme File into:
C:\Windows\Resources\Ease of Access Themes
Load it  through right click /personalize/Basic and High Contrast themes.
