I don't get this when I download with IE9 ( But I never use it usually)

But the colors are (240,240,240) so I'd check the usual suspects in default aero:

Fonts & System Metrics > MENU:COLOR
Fonts & System Metrics > BTNFACE:COLOR
Explorer & Shell > Shell > TaskDialog > ContentPane
Explorer & Shell > Shell > TaskDialog > FootNotePane

I bet it's MENU:COLOR

Thanks 3am it was Fonts & System Metrics > BTNFACE:COLOR
And it is IE8 I don't use it. FF5 for me, I had someone ask me if it was a image.
