When you left click & hold & drag can that be changed? The blue in the screenshot.

That did not work. It's when I click & drag with mouse on a open area on the desktop.

Background is Fonts & System Metrics > HotTracking:Color
Border is Fonts & System Metrics > Highlight:Color
