How to customize the clock in the Windows 10 Anniversary update?

In Taskbar & System Tray > System Tray > Basic > Clock it does not change anything beyond the installed language

If you mean clock text color, you can find here for RS1 :
Taskbar & System Tray > TaskBand > Basic > TaskBand - TEXTCOLOR
