transparency question

I have a problem when editing an existing image in a .theme file. When I call up image in my editor (Photoshop Elements 6.0) the editor tells me that the image has 100% opacity when it is obviously not. When I edit and save chages to the image it becomes 100% opaque. Is there a way to determine the opacity of an image or is there a vista or windows standard percentage for opacity?
