If I'm right, you should find this to edit in " Windows and Caption Buttons > Aero > Dwm Window > Frames  ( try with top and bottom frames otherwise left and right )
Frames all already been corrected, top and bottom, left and right.

To the first post, it could be due to the fact it's in a temp, are the MUI files/locale folder in there?

hmm i don't use windows 7, but why this aero.msstyle file is in the TEMP folder ?  Huh?
try to move it in : C:\Windows\Resources\Themes

It turns out the same!
