Are you testing the theme's out in VSB?
VSB uses shellstyle.dll in "%temp%\Shell\NormalColor\" and if you have replaced/modified the shellstyle.dll in that directory, VSB will continue using that no matter what theme you choose within the app.  I believe there is a shellstyle bmp but you can, in a sense, "override" the image in the shellstyle by replacing the transparent gradient in .msstyles to a solid one which will hide the one in shellstyle.dll.

And about this...:
There's a way to apply the theme that you're editing? Not for test.
The only way that I saw is saving theme and saying yes to apply this theme.
I think that an Apply button below Test will be useful.
