Title: Where are these? image included.

In the above image I'm looking to change the background color of the more programs area to match the normal start menu color. As well as where is the scroll bar located at to change it. Also the up and down arrow of the scroll bar?

1) More programs background: Start > StartMenu > Panels > Aero > Top > ProgramsList
2) for all progs background, you can use the stylehack created by UK.intel (startmenu -allprogs background color) in stylehacks list; apply it
to change colors:
color of text: Start > StartMenu > Menus > Aero > Hover:TreeView > TreeItem (normal)
                                      Start > StartMenu > Menus > Aero > Hover:TreeView > TreeItem > Hot (hover)
background color: Start > StartMenu > Menus > Basic > Hover:TreeView

3) for scrollbar (vertical) Buttons, Boxes & Controls > Scroll Bars & Trackers > ScrollBar > ThumbButtonVertical
