The larger white area might be a system color  going by the system text colors in that window,the separator might be in action centercpl.dll or action center.dll/ Diagcpl.dll ui files .Bitmaps :S
  Looks like we're playing with this for a few hours :P

1) Large white area is 2 colors.
2) Looked in actioncenter.dll, actioncentercpl.dll, diagcpl.dll, comctl32.dll and msdt.exe with no luck
3) Harder than it looks :P

Also what the hell is that huge font...Tahoma?

The arrows are here-
C:\Windows\System32\en-US\sdiageng.dll.mui  - they are named  " EXPAND.PNG " and  " COLLAPSE.PNG "   in the html folder  :o

  Note : Give  your new images the same name as the originals, see above.

Got rid of the gray divider lines by hex-editing mshtml.dll:

Might as well put this in here just in case anyone's interested.
  To change the  toolbar  color  in the history window :  Open   Diagcpl.dll  >   UIFILE 201, 204 and 220   :P - search for -
                                                                           <style resid="dcp_blue_gradient">
                 change the 2 "rgb's"
